How BC Transit is Funded

Funding

Transit service is funded through three main sources: provincial contributions, local government contributions and passenger fares.

The total cost to run the service in 2021/22 was $376.2 million. Provincial contributions, which include operating contributions (transfers) and amortization of deferred capital contributions, Provincial Health Authorities and the BC Bus Pass Program, accounted for $192.8 million or 51.3 percent of total funding. An additional $28.1 million in Safe Restart funding was provided to BC Transit in 2021/22 and was funded equally by the Government of Canada and the Province of B.C.

Local governments contributed property taxation (transfers) totaling $93.4 million or 24.8 percent of total funding.
Revenue from passenger fares (operations), advertising, investments and fuel tax totaled $75.1 million or 20.1 percent of total funding.

BC Transit by the numbers:

  • Provides services to over 130 communities across B.C. in collaboration with local government partners, including the Victoria Regional Transit Commission and regional hospital districts.

  • Transports more than 38 million passengers annually.

  • Serves more than 1.8 million people in B.C.

  • Operates 57 transit systems – conventional, community, custom and paratransit.

  • Owns a fleet of 1,106, 67 high-capacity, 523 heavy-duty, 187 medium-duty and 329 light-duty buses.

  • Total operating expenditures in 2021/22 of $302.5 million.

  • Total capital expenditures in 2021/22 of $66.8 million.
