Transit Future in Victoria Region

Transit has tremendous potential to contribute to stronger, more sustainable communities. The need to realize this potential in the Victoria Region is increasingly important because of factors such as climate change, affordability, population growth, increasing traffic congestion, and an aging demographic. Effective planning is critical to ensure that sustainable transportation goals are achieved within the region.

How is Transit Planned within the Victoria Region?

Ultimately, decisions on transit service changes are made by the Victoria Regional Transit Commission. Every year, the Victoria Regional Transit Commission endorses an Annual Service Plan, but the development of that annual plan is supported by many other transit plans and processes. The image and descriptions below provide an overview of how transit planning happens within the Victoria Regional Transit System.

10 Year Vision

This 10 Year Vision outlines the vision for the Victoria Regional TransitSystem over the next 10 years, and summarizes all of the plans, projects, and priorities seeking to move the transit system towards that vision. This document is an annually updated, actionable and measureable strategy, providing both the Commission and the public a roadmap for transit development into the future.

Transit Future Plan

The Victoria Region Transit Future Plan was completed in 2011 and is the current roadmap used as a guiding principle  to this day. This long term plan envisions the Victoria Region’s transit network 25 years from the date it was launched and describes what services, infrastructure and investments are needed to get there. The plan was designed to create a stronger link between land use and transit planning and support the key initiatives of BC Transit’s Strategic Plan. 

Service Review

The Victoria Regional Transit Service Review built upon the Transit Future Plan. The Service Review was developed collaboratively with transit passengers, front line staff, key stakeholders and local government staff from June 2012 to December 2013. The primary purpose of the Service Review was to develop service standards and performance guidelines, and to identify short-term transit service improvements that better align the transit system with the Transit Future Plan network.

Local Area Transit Plans

Local Area Transit Plans build upon the vision developed in the Victoria Region Transit Future Plan and the Victoria Regional Transit System 2013/14 Service Review. Local Area Transit Plans identify new routes and changes to existing routes, identify service changes to existing routes, identify improvements to transit infrastructure and identify technologies to support transit network improvements within a specific, localized area.

A series of nine Local Area Transit Plans are being developed to highlight transit service and infrastructure investment priorities over 5-7 year timeframes within specific areas of the Victoria region.

Victoria Regional Rapid Transit

The development of a Rapid Transit Network was one of the key priorities emerging from the 2011 Victoria Region Transit Future Plan. Learn more about Victoria Regional Rapid Transit.
