Catherine Holt, Chair
Catherine Holt is Chief Executive Officer of the Greater Victoria Chamber of Commerce.
Prior to her role with The Chamber, Catherine was President and Principal Consultant, Sage Group Management Consultants for 17 years. She worked at the executive level with private sector clients providing strategic advice on public policy and government decision-making processes. She worked with not-for-profits improving stakeholder relations, designing and recruiting boards of directors, strategic planning, evaluating new lines of business and organizational design. She has worked on many transformational projects in the public sector and has a long-standing involvement in public transit and transportation issues.
As a management consultant, she conducted a review in 2012 of the relationship between local governments, the Province and BC Transit for the Minister of Transportation and Infrastructure. She led strategic planning sessions for the Board of BC Transit and a review of the governance and funding of the organization. In 2015, she conducted a core review and the development of a strategic plan for the CEO of TransLink.
Catherine taught Advanced Strategy for the MBA program at Royal Roads. She was an Assistant Deputy Minister in the BC Government, Cabinet Communications Advisor for the Yukon Government and a Producer for CBC National Radio and TV Current Affairs. She has been a board member for the Victoria Police Board and BC Gaming Commission, the Vancouver Island School of Art and Child and Nature Alliance of Canada.
She has a Master of Arts, UWO, Bachelor of Arts (honours), UBC, and was a Certified Management Consultant.
Susan M. Brice
Susan Brice has served as the elected Councillor of Saanich since 2005. Previously, she was elected the Trustee and Chair for the Greater Victoria School Board, the Councillor and Mayor of Oak Bay and a MLA for Saanich South. She has also served as the BC Minister of Mental Health and Minister of Human Resources, Deputy Chair of BC Police Commission, Director of the Victoria Airport Authority, Chair of the Camosun College Foundation and as a Board Member of the Pacific Sport Institute.
Currently, Councillor Brice serves as Chair of Healthy Saanich Advisory Committee and a member of the Finance and Personnel Standing Committee. Active in the community, she volunteers her time with BC Transplant Society, Cridge Centre for the Family and the Eldercare Foundation.
Kelly A. Cairns
Kelly Cairns own and operates the Law Firm of Kelly Cairns as a Corporate Lawyer. Previously, he was the Vice President Customer & Corporate Services and General Counsel & Corporate Secretary for FortisBC Inc. He has also held various positions with Teck Cominco Ltd. and was lawyer for the law firm of Mair Jensen Blair. Mr. Cairns has his Bachelor of Arts and law degree from the University of British Columbia and his Masters of Business Administration from the University of Calgary.
He is a member of the Law Society of BC, the Canadian Bar Association and the Independent Power Producers Association of BC.
Carol Hamilton was elected Mayor of Colwood in 2011. Ms. Hamilton is a retired businesswoman and was the co-owner of Joe the Bartender and Class Act Party Rentals. Previously, she was a Correctional Officer for the Provincial Government. Ms. Hamilton currently serves on the Capital Regional District/Hospital Board; Chair of William Head Institution; and past President of Westshore Parks and Recreation Curling. Ms. Hamilton recently served as a Director on the Westshore Chamber of Commerce.
Carol Leclerc, first elected as Mayor of Terrace in 2014, served as a Terrace City Councillor from 2002-2011. She has served as a Director of the Regional District Kitimat Stikine, Chair and Vice Chair of the Northwest Regional Hospital District, Director on Northern Health, and currently is the Vice Chair of Northern Development Trust Initiative’s NW Regional Advisory Committee. She has her Masters of Arts in Professional Communication from Royal Roads University.
Mrs. Leclerc recently retired after 25 years with Coast Mountains School District serving in a number of positions with the most recent being District Trades Career Coordinator. She is passionate about her community having served with many committees and organizations. Carol enjoys walking, hiking and dragon boating and is an active member of her Rotary Club.
Wendal Milne was employed with the RCMP for 26 years, working in general criminal and white collar financial crimes investigations. In addition, he worked in employee relations finishing his career as a detachment commander. He spent 13 years working for BC Transit in Victoria, in charge of Security, Operations Manager and finally Director of Operations and Maintenance with responsibility for 600 plus employees.
He has served as Chair of the Sooke Fire Protection District, member of the Sooke Incorporation Committee, Mayor of Sooke, Director on the Capital Regional Board and the Hospital Board. He was involved in youth sports in Sooke serving as President of Sooke Minor Hockey.
He is currently retired and serves on the board of the Juan De Fuca Salmon Restoration Society. Throughout his career he has focused on providing a high level of customer service while also ensuring fair and equitable treatment of employees.
